Crews have begun the construction process on an expanded Family Dollar in Garland, clearing away debris from a lot off South Ingold Avenue to make way for the new business.


Stocks and Taylor Construction Inc. of Washington, N.C. is doing the construction work for the store, the designs for which were put together by Pamlico Engineering. There is currently a Family Dollar at 24 N. Ingold Ave., but the store owners — Eastern Pride Inc. — sought to construct a larger building just down the street, at the previous Dollar General site on South Ingold Avenue.


Those plans, discussed by Garland town leaders since the spring, hit a snag with the town’s zoning code. Those obstacles were surmounted in July, when the town of Garland’s Board of Adjustments unanimously granted a parking variance that would require just one-third of the spaces its current ordinance mandates.


For an 8,400 square foot store, such as the new Family Dollar being proposed in Garland, the town’s ordinance requires 84 spaces — a number the space would not allow and the business would not come close to needing, Pamlico engineers said. The site in Garland cannot accommodate 30 spaces, but 28 spaces could be done, a ratio of one space per 300 square feet of retail space. Family Dollar tends not to need more than 28, and usually 20 is a “gracious plenty,” Marie Peedin, professional engineer for Pamlico Engineering, has said.


Garland Planning and Zoning chairman Tim Register, who also heads the town’s Board of Adjustments that considered the variance, called the town’s zoning “unreasonable” and “not something that is conducive” for attracting businesses to town. The Board subsequently approved requiring just 28 parking spaces, as opposed to 84, for the lot.


An old laundromat at the corner of the lot has been razed and debris from the lot and that structure was being hauled off at the end of last week.


According to Peedin, the building will be constructed and the property developed, with the lease subsequently taken over and Family Dollar moving in. Site plans show the accommodations for truck traffic, with the area constructed in a way that trucks can easily enter the site, maneuver through it and unload, so there will be no parking on the street. Lighting will also be plentiful.


“There will be lighting around the store, on the building itself and on posts providing lighting to the parking lot area,” Peedin said. “People will feel safe coming and go there.”


The expanded store will begin construction in the near future, less than a year after the old Corner Store up the street was razed and the property revamped and expanded to accommodate a brand new Han-Dee Hugo’s and Subway.
