Public hearing for produce stand on U.S. 1

A public hearing will be held Tuesday to receive comments on a conditional use permit requested for the operation of an outdoor market near Rockingham.
The Richmond County Planning and Zoning Board of Adjustments will hold the public hearing at 7 p.m. in the Commissioner’s Chambers, located on the second floor of the County Administrative Building at 125 S. Hancock St., Rockingham.
James Russell Wadsworth of Hamlet has requested a conditional use permit to open an outdoor market/farmer’s market on U.S. Highway 1 as part of the Ussery Pawn Shop operation.
According to Planning and Zoning Director of GIS James Armstrong, the property is zoned Agricultural Residential and such a use is allowed with a conditional use permit. The property is now owned by the applicant but is a part of the Ussery Pawn Shop facility. The property in question is mainly vacant but does contain the commercial pawn shop and landscaping operation.
According to the applicant Wadsworth, the purpose of use would be a fresh market, selling produce, flowers, ice cream, etc. Wadsworth has been open at this location for several months.
“It’s going well,” he said. “We moved the building up here and we’ve just been selling produce.”
Bo Ussery, Wadsworth’s business partner and owner of Ussery Pawn Show beside the stand said, “Yeah, we’ve been in business together for a few months. We are interested in selling produce; corn, sweet corn, peaches, everything you grow on the farm. We also sell livestock at the pawn shop like cattle, horses, pigs, and goats.”
“We bought 33 head of cattle this week,” said Ussery. “We have to talk to the health department about selling ice cream. (Wadsworth) will sell a few flowers, mostly seasonal stuff, pumpkins, hay for decoration. Any kind of seasonal stuff, that’s what we’ll be getting into.”
